PVC tape, made with a flexible polyvinyl chloride film, are mainly used for electrical insulation and identification.  The PVC film is tough, flexible and generally considered to be flame retardant.       

For electrical applications, the flexible PVC film is conformable covering the wires or connections to prevent short circuits and also to provide a waterproof barrier.
